General Objective:
The project aims at improving the capacity of urban stakeholders to design and implement sustainable urban development policies, practices and innovation in an integrated, participative and place-based way in the field of greener, low–carbon transitioning towards a net zero-carbon economy and resilient Europe as well as social inclusion.
Specific objective:
To enhance participative strategies to exploit abandoned or disused public spaces as integrated urban sports’ hubs, and to create new public- private collaborations aimed at social inclusion, and reduction of carbon footprint in the areas involved through the common language of sport.
Project's main activities:
- Mapping of the city areas to be involved / need analysis, involving students from secondary schools aged from 10 to 18, promoting higher participation, environmental awareness and a sense of belonging of young citizens in managing common goods;
- Rehabilitation of abandoned or unused public spaces through sports, and sustainable recreative activities;
- Promotion of higher institutional capacity to train a new generation of citizens and to promote best practices in the field of sustainable development, and active participation in decisional processes, taking into account gender equality, social inclusion and principles of the green transition.

Total costs of the project: 847 130.50 euro, incl. ERDF funding - 80%.

Events:
1. The adolescents were introduced to the purpose and activities of the Re-Gen project / VIDEOPupils of general and professional education institutions of the municipality of Daugavpils were invited to attend the event "Professions Fair" on January 11th, 2024, organized by the Daugavpils Education Board. Development Department of the municipality introduced the students of grades 8-12, as well as professional educational institutions to the goals of the Re-Gen project, and invited them to participate in activities related to spending leisure time in the public outdoor space of the city's neighborhoods. Adolescents were invited to mark on the neighborhood map the place where they most often spend their free time outdoors, to tell how they spend their time, and also to write what they would like to improve in this neighborhood, how to develop it, what they lack in order to spend their free time more productive. |
2. The first meeting of “Re-Gen” URBACT local group took placeDaugavpils City Government specialists of education, development planning and international cooperation, as well as specialists in youth work, met at the URBACT local group (ULG) first meeting within the "Re-Gen" project on February 7th to discuss the goals of the project and determine the local activities to be implemented within the framework of the ULG, as well as to discuss how to involve young people in city development planning and activities organized by the municipality. |
3. The launch event of the Back to School/Back to University 2024 campaigntook place on 1st March in Daugavpils, bringing together more than 200 students and nearly 20 expert lesson leaders. Students study several subjects at the same time, while we adults most often focus on one area in our daily work. Listening to students' questions, explaining, engaging and motivating, building a bridge of experience between the school and each expert's field of expertise - this was the experts' task on 1st March and throughout the campaign. Olga Tolmačova participated in the event as an expert and took this opportunity to present the Re-Gen project to participants. |
4. ENVIRONMENT DAYS 2024Europe Direct South Latgale Centre traditionally organised the Environment Days event, which this year took place regionally from 24th to 26th of April 2024, where environmental experts were invited to visit educational institutions, to visit young people, teachers and other interested parties to lead classes at Aglona, Ilūkste, Krāslava, Špoģi, Dagda and Daugavpils primary and secondary schools. All together 30 different events took place. Representatives of the Daugavpils City Government also participated in this event, leading a session on "The impact of an inclusive and sustainable lifestyle on the environment" for young people from the Daugavpils Friendly Appeal Secondary School. During the lesson, the students also learned about two of the municipality's international environmental projects - Baltiplast and Re-Gen. In 2024, the municipality has launched an integrated action plan to revitalise the municipality's public open spaces, in which municipality emphases youth participation through sports activities. As part of the development of the IAP, the involvement of the city's school pupils is essential, identifying existing leisure opportunities in the city's public open spaces and obtaining young people's vision for the development of public open spaces in the near future. In this context, it is equally important to talk to young people about their lifestyles and daily habits through the prism of sustainability. |
From September 18 to October 8, 2024, the European Sustainable Development Week (ESDW) will take place in Latvia and other European countries. Daugavpils City within the ESDW 2024 in cooperation with NGO's is organising various events, promoting URBACT IV project Re-Gen (No.20269), which is in line with Sustainable Development Goal No.11.5. Training and co-creation workshop for URBACT Local Group (ULG) members on civic participation, green transition principles, gender equality and social inclusion in the planning and implementation of youth-related public services and activities.On 2nd of October, the city government in cooperation with the environmental NGO "Green Liberty", organized a face-to-face training and co-creation workshop on civic participation, green transition principles, gender equality and social inclusion in the planning and implementation of youth-related public services and events. The aim of the training was to improve the competences of the project's URBACT Local Group members (including municipal staff, NGO representatives, etc.) in the field of sustainable development, green transition, social inclusion and sustainable urban development through the prism of sport in the context of the Re-Gen project, as well as to involve the ULG members in the development of the integrated action plan. A total of 37 participants took part in the event - specialists from the municipality and its institutions, representatives of NGOs, as well as young people from Daugavpils State Gymnasium. Inspired by the knowledge gained during the training, using the "World Cafe" method, concrete possible actions to be included in the Integrated Action Plan and deliverables were defined, which are in line with the specific Re-Gen objectives defined above.

6. Educational event for youth on civic participation, development planning processes, green, equal and inclusive society.On 4th of October, the city government in cooperation with the NGO "Dienvidlatgales NVO atbalsta centrs" invited young people aged 10-18 to participate in an educational event on civic participation, development planning processes and a green, equal and inclusive society. The event took place in Daugavpils Unity House. Young people were able to participate in interactive workshops, discussions and activities, gaining knowledge about the basic principles of sustainable development, which raise awareness about important issues in our society and community, learned more about the objectives of the Re-Gen project, and almost 70 students were involved in the development of an integrated action plan to be developed within the project. |
URBACT facilitates the sharing of knowledge and good practice between cities and other levels of government. The purpose is to promote integrated sustainable development in cities, improve city’s policies and improve the effectiveness of cohesion policy in cities.
