Daugavpils is the only city in Latvia, which provides an opportunity for elderly people and people with special needs to receive 3 day treatment at the municipal hospital or day care centre without paying. These costs have been covered by the municipality.
Daugavpils was the first city in Latvia, which successfully implemented the measures of the Health Reform (1996 – 2002) (including optimization of health care establishments), Daugavpils was the first to open family doctor practices as well (year 2000).
Medical services for residents of the city and the region are provided by municipal and public medical establishments. Due to acquisition of EU SF funds during the last years these medical establishments have been renovated, new medical equipment have been bought and medical staff have been instructed.
At the end of 2009 hospitals of Daugavpils, Krāslava and Preiļi were joined together according to the Reform of the Health care system in Latvia, it was done to continue operating of medical establishments and to provide health care services (henceforth hospitals in Preiļi and Krāslava will be branches of the Daugavpils Regional Hospital).
As a result of the Reform costs of the hospitals have been reduced, at the same time the quality of the health care available to the residents of the region has been improved.
In 2009 construction of the new building of the x-ray therapy in the territory of Daugavpils Regional Hospital has begun, installation of new linear accelerator is planned as well, as a result the hospital has obtained new radiotherapy complex with a range of opportunities to 
use the newest treatment methods for curing cancer. The work has been done by implementing the ERAF supported Project ‘Improvement of Oncology Patient Treatment Services in Limited Liability Company ‘Daugavpils Regional Hospital’, by development of infrastructure’. The aim of the project is to improve the infrastructure and medical equipment necessary for treatment of the oncology patients, thus to continue the work of improving access to health care services and concentration of health care providers in Daugavpils. When the project was implemented Oncology Clinic was moved to the territory of Daugavpils Regional Hospital.
In the end of September 2010 Maternity department was moved to the newly constructed building. At the same time complete
reconstruction of Surgery block took place. Construction was financed by European Regional Development Fund. ‘Daugavpils Regional Hospital’ Ltd bought new technologies within the project ‘Transition to Digital radiology and Implementation of Patient Management Systems in Daugavpils Regional Hospital’, thus ward of Diagnostic radiology was digitized.
